Thomas Phelan, CPA, President and CEO

Thomas J. Phelan, CPA, is President and CEO of Chesapeake Employers’ Insurance Company, formerly IWIF. In this capacity, he is responsible for setting the vision for the organization, making strategic decisions, and is accountable for the organization’s financial results. Mr. Phelan reports to Chesapeake Employers’ nine-member Board of Directors. He was appointed President and CEO in April 2007.

Prior to this, Mr. Phelan held the position of Chief Financial Officer and Executive Vice President of Finance. In this role, he was responsible for budgeting, forecasting, modeling, variance analysis and reporting of financial results. In addition, Mr. Phelan oversaw the Underwriting, Loss Control, Premium Audit, and Information Systems departments. He joined the company in 1990 as Actuarial Coordinator and Internal Auditor.

Prior to his career with the company, Mr. Phelan worked as a Legislative Auditor for the State of Maryland. In this capacity, he audited various state agencies and organizations, including organizations with $1 billion in annual appropriations.

A cum laude graduate of Towson University, Mr. Phelan is a Certified Public Accountant. He has taken extensive post-graduate coursework in mathematics.

Mr. Phelan served as President of the American Association of State Compensation Insurance Funds (AASCIF) from 2012 to 2014. Mr. Phelan is also Board President of Kids' Chance of Maryland, Inc., an educational scholarship fund. He is actively involved in his church’s Habitat for Humanity ministry.

Paige Beck, CPA, Chief Innovation Officer

Paige Beck, CPA, is Chesapeake Employers' Insurance Company’s Chief Innovation Officer. In this position, Ms. Beck oversees the Information Systems, Underwriting, Security, and Health Services departments. The position is responsible for providing innovative solutions to meet the changing market demands and enhancing the customer experience.

Previously, Ms. Beck was Chief Administrative Officer where she oversaw all corporate departments. These departments included: Information Systems; Distribution and Imaging; Marketing and Business Development; Communications and Strategic Planning; Legal; and the Customer Contact Center. Ms. Beck is also involved with the development of the company's business plans.

During her 20-year tenure with the Towson-based insurer, Ms. Beck has served as CFO/CAO, head of the Internal Audit department and as Assistant Vice President of Finance. Prior to joining the company, she was employed with the Office of Legislative Audits.

She is a member of the Maryland Association of Certified Public Accountants and a graduate of Towson University, where she earned a bachelor’s degree in accounting.

Carmine D’Alessandro, Chief Legal Officer

As Chief Legal Officer for Chesapeake Employers Insurance, Mr. D’Alessandro oversees the Legal, Claims, Special Investigations, Subrogation, Premium Audit, and Compliance functions for the organization. He also oversees all legislative and regulatory matters pertaining to the company.

Prior to his current position, Mr. D’Alessandro was the Vice President of Legal for Chesapeake Employers. Since joining the company in 1994, he has held the following positions: Assistant Vice President of Legal Services, Assistant Vice President of Claims, Director of the Legal department, and attorney.

He received his bachelor’s degree from George Washington University in 1990 and his J.D. degree from the University of Baltimore School of Law in 1993.

Mr. D’Alessandro is a member of the Maryland Bar, the District of Columbia Bar, Maryland Defense Counsel, and the Baltimore County Bar Association .

Sharon Rowell, Chief Administrative Officer

Sharon Rowell, Chief Administrative Officer for Chesapeake Employers’ Insurance Company, oversees the Human Resources, Marketing and Business Development, Customer Contact Center, and Distribution departments.

Ms. Rowell’s previous positions include Vice President and Assistant Vice President of Marketing and Business Development, Director of the Strategic Business Unit (SBU), and Director of the Premium Audit department. Her professional career with Chesapeake Employers also includes positions held in the Claims Management, Internal Audit, and Finance departments. Prior to joining the Chesapeake Employers’ team, Ms. Rowell worked with Maryland’s Office of Legislative Audits.

Ms. Rowell earned her bachelor’s degree in accounting from Bowie State University in Maryland and a Master’s of Business Administration from the University of Central Michigan.

Joan Adelman, Esq., Vice President of Legal Services

As Vice President of Legal Services, Ms. Adelman oversees all operations of the Legal department, including supervision of attorneys and the Legal department’s appellate practice. Ms. Adelman also provides advice to all other Chesapeake departments on a wide range of insurance matters.

Ms. Adelman joined the company in 1998 as an attorney, was later promoted to Director of Legal Services, and then to Assistant Vice President of Legal Services.

Ms. Adelman graduated cum laude from the University of Baltimore School of Law in 1997. She received her bachelor’s degree from the University of Maryland University College.

Ms. Adelman has lectured for the Maryland Institute for Continuing Professional Education of Lawyers on a variety of issues in workers’ compensation law. Ms. Adelman has also presented on workers’ compensation legal issues at the American Association of State Compensation Insurance Fund’s (AASCIF) conference, and has chaired AASCIF’s Law Committee.

Ms. Adelman is a member of the Maryland State Bar Association, where she serves on the Negligence, Insurance and Worker’s Compensation Section Council; Maryland Defense Counsel; and the Baltimore County Bar Association.

Donald Crawley, CPA, Vice President, Statistical Analysis and Reporting

Donald Crawley, CPA, is the Vice President of Statistical Analysis and Reporting. In this position, Mr. Crawley helps Chesapeake Employers Insurance fully transition to NCCI by overseeing rate-making, reserving, statistical analysis, and reporting for the company. He is also responsible for collaborating and interfacing with other departments to advance corporate initiatives.

Previously, Mr. Crawley was the Director of Internal Audit for Chesapeake Employers. Prior to joining the company in 2013, Mr. Crawley was employed with the Maryland Insurance Administration for more than 18 years.

Mr. Crawley possesses a Bachelor of Science degree in accounting from Towson University. He is a member of the American Institute of CPAs (AICPA), the Institute for Internal Auditors (IIA), Insurance Internal Audit Group (IIAG), the American Association of State Compensation Insurance Funds (AASCIF), and the United States Tennis Association (USTA). Mr. Crawley also enjoys volunteering for Big Brothers Big Sisters and the Maryland Special Olympics.

Rona S. Finkelstein, Esq., Chief Compliance Officer

Rona S. Finkelstein, Esquire, is Chief Compliance Officer for Chesapeake Employers' Insurance Company. In this role, she oversees our corporate regulatory compliance program. Since joining the company in 1988, Ms. Finkelstein has held various management positions including Senior Vice President of Human Resources and Legal Services. Previously, she spent five years in private practice where she specialized in litigation.

Ms. Finkelstein graduated from the University of Baltimore School of Law, cum laude, in 1983 and was admitted to the Maryland Bar that same year. While at the University of Baltimore, she received the American Jurisprudence award for civil litigation and was a member of the law school's National Moot Court Team.

Ms. Finkelstein has made presentations on compliance topics at the American Association of State Compensation Insurance Fund’s (AASCIF) Law Workshop. Additionally, she has presented on workers' compensation topics on behalf of Chesapeake Employers, The Maryland Institute for Continuing Professional Education of Lawyers, Inc., and the Safety Council of Maryland. Currently, Ms. Finkelstein serves on the board of directors for Kids' Chance of Maryland, Inc., Kids’ Chance of America, Inc., and the Association of Insurance Compliance Professionals.

Brian Furr, Vice President, Legal Services, Premium Audit, and Special Investigation

Brian K. Furr is the Vice President of Legal Services, Premium Audit, and Special Investigation. In this position, he oversees the day-to-day functions of these departments for Chesapeake Employers' Insurance Company. Here he works with internal and external partners to protect the financial interests of Chesapeake Employers and its policyholders.

Mr. Furr joined Chesapeake Employers in 1992 as an attorney and was promoted in 2016 to Director of Health Services where his role included developing medical policy for the company. He returned to the Legal department in 2016 as Assistant Vice President.

Mr. Furr earned a bachelor’s degree from the University of Maryland and a Juris Doctor from the University of Idaho.

Song “Mitch” He, CFA, CPA, Chief Investment Officer

Song Mitchell He, CFA, CPA, is the Chief Investment Officer for Chesapeake Employers’ Insurance Company. Mr. He leads and manages the company’s investment portfolio and advises the company’s board of directors on investment strategies to maximize the portfolio’s risk adjusted performance.

Prior to accepting the CIO position with Chesapeake Employers in early 2015, Mr. He was Director of Investments for Horace Mann Insurance Companies, a multi-line, publicly listed insurance group based in Springfield, IL, where he was focused on asset allocation, portfolio management and risk management. His prior experience also includes years of investment banking and an advisory role at a Denver, CO.-based private equity investment company.

Mr. He possesses an MBA in finance and a Master of Science in Accountancy from the University of Illinois at Urbana Champaign. He also possesses a bachelor's degree in electronic engineering from Wuhan University of Technology, China. Mr. He is a Registered Certified Public Accountant in Illinois and a designation holder of the Chartered Financial Analyst® awarded by the CFA Institute.

Kama Kolbe, WCP®, Vice President, Underwriting and Safety Services

Kama Kolbe is Vice President of Underwriting and Safety Services for Chesapeake Employers’ Insurance Company. In her role, Ms. Kolbe is responsible for developing and implementing underwriting strategies to achieve targeted results for the company and oversees Safety Services operations in furtherance of the company’s focus on workplace and worker safety.

Prior to joining the company in 1998, Ms. Kolbe served as a Branch Manager for Continental Insurance Custom Markets Center in Richmond, VA. Ms. Kolbe has held a variety of underwriting and management positions with CNA, Continental Insurance, Fireman’s Fund, and Royal insurance.

Ms. Kolbe is an active member of the American Association of State Compensation Insurance Funds, is a past member of the association’s Health and Safety Committee, and currently serves on the Policyholder/Underwriting Committee.

Lisa Kruska, WCP®, Vice President, Claims

Lisa Kruska joined Chesapeake Employers in 1998 and has held a number of positions during her tenure, including management roles in Underwriting, Premium Audit, Safety Services, and the Strategic Business Unit. In her role as Vice President of the Claims department, Ms. Kruska is responsible for efficient and timely assessment, investigation, and payment of valid workers’ compensation claims on behalf of Chesapeake Employers’ private policyholders as well as the State of Maryland.

Prior to joining the company, Ms. Kruska held a variety of management positions with Central Life Assurance Company, Celtic Life Insurance Company, and Travelers Insurance Company. She also possesses extensive experience in the group health insurance industry.

Ms. Kruska received a bachelor’s degree from the University of Wisconsin.

Alaina Liberto, Chief Information Officer

Alaina Liberto is Chief Information Officer for Chesapeake Employers’ Insurance Company. In this position, Ms. Liberto establishes and executes the information technology strategy for the company and develops innovative strategies that address the changing marketplace and customer demands. Previously, Ms. Liberto was the Director of the company’s Project Office.

Prior to joining Chesapeake Employers in 2011, Ms. Liberto worked for Sogeti, part of Capgemini, as an IT Consultant.

Ms. Liberto possesses a bachelor’s degree in Information Systems from the University of Maryland Baltimore County (UMBC) and a master’s degree in Business Administration, finance concentration, from Loyola University.

She is an active member of the Project Management Institute earning her Project Management Professional (PMP) designation in 2009. Ms. Liberto is a member of the American Association of State Compensation Insurance Funds (AASCIF) serving as a Chair and Advisor to the AASCIF IT Committee.

Frank Linardi, Jr., CPA, Chief Financial Officer

Frank Linardi, CPA, is the Chief Financial Officer for Chesapeake Employers. As CFO, Mr. Linardi oversees all financial activities for the organization, including preparing financial reports, summaries and forecasts for business growth. He also tracks the general economic outlook for Maryland business as it relates to Chesapeake Employers. Additionally, Mr. Linardi oversees the actuarial and Chief Risk Officer reporting duties for the company.

Before his promotion, Mr. Linardi was Vice President of Finance and Controller. Prior to joining the company in August 2001, Mr. Linardi was employed with Blackboard, Inc. as a Manager of Financial Reporting, and Zurich Insurance as Assistant Controller for more than 16 years.

Mr. Linardi possesses a bachelor’s degree in accounting from Loyola College in Baltimore. He is a member of the Maryland Association of Certified Public Accountants, is on the Board of the Maryland Self-Insurers’ and Employers’ Compensation Association, and is currently the treasurer for St. Stephen Soccer Council.

Robert Marshall, Vice President, Chief Risk Officer

Robert Marshall was appointed Vice President and Chief Risk Officer of Chesapeake Employers Insurance in August 2011. His responsibilities include leading the Enterprise Risk Management initiatives around identifying, quantifying, and correlating major risks affecting the company and utilizing them as catalysts for ongoing strategic planning. In addition, he is responsible for coordinating the organization’s Business Continuity Planning/Disaster Recovery activities and compliance with internal controls.
 
Mr. Marshall joined the company in 1993 as a Senior Database Administrator. He was promoted to Manager of Systems and Integration in 1996. He was Vice President of Information Systems from 1997 to 2011, and from 2010 to 2011 he held the title of Chief Technology Officer. Previously, Mr. Marshall was employed at Nova Pharmaceutical Corporation for 10 years and held various roles including Manager of Information Systems from 1987 to 1993.

A summa cum laude graduate of the Pennsylvania State University and Phi Beta Kappa member, Mr. Marshall has also completed various graduate courses in information systems and business at the University of Maryland and Johns Hopkins University. He has spoken on various aspects of Enterprise Risk Management functions and business process automation initiatives at RIMS’ ERM conference, the Insurance Accounting & Systems Association’s annual meetings, Chesapeake Region Safety Council’s annual conference, workshops for the American Association of State Compensation Insurance Funds, and user conferences and webinars for the Oracle, Ivans, and Kofax Corporations. In addition, Mr. Marshall is past President of the Eastern Orchid Congress and has served numerous volunteer roles in local orchid societies over the past 25 years.

Rial R. Simons, CPCU, FCAS, MAAA, Chief Actuary

Rial R. Simons joined the company in 2000 as Chief Actuary. His actuarial function includes advising senior management on matters such as premium pricing structures, profitability, market opportunities, annual forecasts, reserves, as well as reinsurance and surplus level needs.

Mr. Simons' actuarial career spans more than 30 years. Prior to joining the company, he was Chief Actuary for the Louisiana Workers' Compensation Corporation. He has held actuarial positions at Maryland Insurance Group, a division of Zurich Insurance Group; Royal Insurance Group and Utica Mutual Insurance Company. He is a Fellow of the Casualty Actuarial Society and a member of the American Academy of Actuaries.

Mr. Simons graduated cum laude from Syracuse University with a bachelor’s degree in mathematics. He also earned a master’s degree in applied and computational mathematics from Johns Hopkins University. He holds the Chartered Property Casualty Underwriter designation, an Associate in Risk Management, and an Associate in Reinsurance designation.

Scott Trickett, Chief Information Security Officer

Scott Trickett is the Chief Information Security Officer for Chesapeake Employers’ Insurance Company. In this position, Mr. Trickett provides vision and leadership for developing and supporting security initiatives for the company. He directs the planning and implementation of enterprise IT systems, business operations, and facility defenses against security breaches and vulnerability issues. In addition, Mr. Trickett audits the company’s existing systems and practices, and maintains security systems, policies, activities, and standards.

Previously, Mr. Trickett was the Director of IS Operations and Infrastructure for Chesapeake Employers. He also held leadership positions overseeing the company’s Helpdesk and systems management. He joined the company in 2001.

Mr. Trickett earned a Bachelor of Science degree in Information Systems with a concentration in Security Administration from Strayer University. He possesses the Microsoft Certified Systems Engineer (MCSE) and Certified Information Security Manager (CISM) designations. He is also a member of the Information Systems Audit and Control Association (ISACA) and the Center for Internet Security.

Donna C. Wilson, Senior Vice President, Strategic Planning and Communications

Donna C. Wilson joined the company in 1996 as a business consultant and was instrumental in creating our strategic plan. In her current capacity, Ms. Wilson is responsible for corporate communications, public and community relations, strategic planning.

Prior to her employment with the company, she spent 16 years at Avon Products, Inc. in various management and executive positions. Previously, she was a consultant for Booz Allen Hamilton, specializing in property/casualty insurance, and a Management Associate in the Office of Management & Budget in the Executive Office of the President of the United States.

A graduate of Western College for Women, Ms. Wilson holds masters degrees from Simmons College School of Social Work, Harvard University School of Government and Columbia University Graduate School of Business. In 2011 and 2015, she was featured as one of the Top 100 Women in Maryland by the Daily Record. Ms. Wilson serves on several community non-profit boards of directors. She is an Adjunct Professor of Strategic Management at the Johns Hopkins University, Carey School of Business and the University of Baltimore, Merrick School of Business.
